Sick health service – sick politics – deceived citizens

The Federal Ministry of Health came to the conclusions, according to an announcement, that health insurance schemes showed a surplus in the year 2012 of € 5.07 billion, while the financial reserves increased to a total of € 15.2 billion. The report of the Ministry of Health went on to say that the health fund received an additional € 3.55 billion in the year 2012, which amazingly, despite “the slackening macroeconomic momentum” led to a liquidity reserve of € 13.1 billion. In total, legal health insurance schemes and the fund now had € 28.3 billion in financial reserves.
It was still a matter of dispute in 2013 as to how these financial reserves should be used. The black-yellow coalition was striving to abolish the practice charge, which indeed happened, and to pay out the surpluses in the form of special payments to insured persons, which also happened to a small extent. The CDU wanted to reduce the contributions, which did not happen, and the Finance Minister speculated on part of the funds in order to reduce debts, or to finance other intentions, such as the introduction of the care allowance, while the national budget failed to indicate what had been decided.
The Alliance for Democracy reported that some of these surpluses could not exist, since the statutory health schemes has a shortfall in old age reserves (where private schemes provided better cover) in the order of size of between € 1,000 and € 1,500 billion. The surpluses were accordingly no surplus at all, but served only to compensate for deficits, which the Federal Government was well aware of, and would have to obtain these billions from elsewhere.
The surpluses resulted from assessments by statutory health schemes which limited or failed to approve payments. Hospitals or doctors were therefore coming up with speculative values, a sort of cost estimate, which statutory health schemes statistics recorded as real values, and by this means were earning paper surpluses. The money which politics wanted to work with was by no means available to this extent, and was immediately eaten up, in the event of a surplus, by the immense national debt (over € 15,000 billion), which existed primarily in the social system.
The idea of politics to get their hands on these alleged surpluses, and even, as Federal Finance Minister Schäuble managed, to withdraw from the health schemes the subsidies from tax funds, was the wrong decision, because the same tax revenues are not received every year, and the necessary contributions therefore cannot arise every year. The reasons for this are, for example, that in one year there may be an above-average number of people who go into retirement, or the currency is worth more or less because of economic fluctuations, and the loss in purchasing power has to be compensated for by borrowing by the state.
Now, since the health schemes according to the balance of the first six months of the year 2014, show a deficit of € 200 million, since contributions and subsidies are not being made in the usual way, the contributions will probably be increased, and the citizen will be asked to foot the bill. This will suffice to keep the health schemes stable; for the repayment of debt in the old age reserves, the financial reserves (€ 28.3 billion) will have to be tapped, and so the system will be kept on the rails. This is the political intent and desire.
National funds benefit from continuing income from a highly indebted system, which is incapable of supporting itself, but only because funds are directed accordingly. Politics has therefore opened up another source of income via its citizens, in order to aid the ailing national budget, and to continue enabling faulty decisions by the Grand Coalition.
This is one more item of evidence that German politicians have long since ceased to make decisions for the benefit of its citizens, but in favour of the creeping decline of the currency, for which the politics of this country sacrifices the welfare of its citizens, and also not having to explain how badly the politics of this country has failed.
This concerns not only the current government alone, as our publication describes, but instead, several German governments were involved, which on the one hand introduced transfer as a payment system, and on the other hand always took more out of the national coffers than was coming in. The citizens of course learned hardly anything of these machinations – the politically obedient press reported such circumstances only bit by bit, so that the real truth became apparent only to those who assiduously studied every report – and who has the time to do that? Yet everyone can still pay.
Governments speculated on this alone (contemptuously), and the previous one under the leadership of Angela Merkel, first piled up a huge amount of money, which was then used for the repayment of debt – the citizen pays as the taxpayer, as the insured person of the health and pension insurance. Greater political deception has hardly ever existed.
